Deemed Universities
A deemed to be university is a higher education institution that the Central Government, on the advice of the UGC, declares to be treated as a university under the UGC Act, 1956. Unlike a State private university, such an institution is not created by a separate Act. The declaration is made on the application of an existing institution that has shown excellence in its field of study. The institution may be run by a society, a trust, a Section 8 company or the Government.
A deemed university has academic freedom to design its courses and syllabi and to award its own degrees. It is bound by the UGC (Institutions Deemed to be Universities) Regulations, 2023, and by the conditions of its declaration. Eligibility, accreditation, the governing structure, off campus centres and foreign collaborations are dealt with in the regulations and in UGC notices.
The status is held on conditions. The UGC may review it, and the institution must keep up its governance, accreditation and reporting.
