AICTE Approved Private Institution Mandated To Obtain NOC before Organizing International Conferences: Notification

18th March 2021, the All India Council for Technical Education (AICTE), in line with the Ministry of Education directions, announced private technical institutions must obtain NOC before organizing International Conferences by submitting proposals to the Council. The Council, after scrutinizing the proposals, would forward them to the Ministry of Education (MoE).
This circular has been issued as per the Office Memorandum dated 21st May 2018, issued by the Foreigners Division of the Ministry of Home Affairs, Government of India. According to the Office Memorandum, before organizing a conference/ seminar/ webinar in India, security clearance has to be obtained if:

  • Any participant is from Afghanistan, Pakistan, Iraq, Sudan, foreigners of Pakistani origin and Stateless person (PRC Category); and/ or
  • Any participant of conference/seminar/workshop is required to visit ‘Restricted’ or ‘Protected’ areas in India or areas affected by terrorism, militancy and extremism, etc. viz Jammu & Kashmir and the North Eastern States (Other than States of Manipur, Mizoram, and Nagaland).

For this purpose, the Ministry/ Department of Government of India/ State Government/ UT Administration/ Public Sector Undertakings/ Central Educational Institutions/ Public Funded Universities/ Private Institutions or NGOs organizing the event is required to register on the online Event Clearance Platform and apply for clearance on it.
